New Enterprise Initiative Scheme (NEIS)

 

The New Enterprise Incentive Scheme (NEIS) is a complementary service that assists unemployed people who want to start a business. Our program provides business management training, invoice support, mentoring and business advice.

  • 82 % of our business commencements are independent of welfare support after 15 months.

  • Our enthusiastic team of training professionals and business mentors will work with you to launch your business and support your through the first 12 months of trading.
  • The NEIS program is free to eligible participants.


  • Requirements:

  • Candidates must be registered as unemployed with Centrelink and, receiving a Centrelink Benefit such as Newstart or other eligible Centrelink allowance or benefit payments. They must also be in a position to meet business establishment costs, be prepared to complete the application process and commit to a 10 week training course.


  • Participant Eligibility:

  • Where, through discussions with the job seeker, the JSA/NEIS Provider decides that NEIS is an appropriate activity for the job seeker; the JSA/NEIS provider should check whether the job seeker is eligible for NEIS.


  • The Business Eligibility Criteria are that the proposed NEIS Participant:

  • Is receiving a NEIS Eligibility Centrelink Allowance;
  • Is at least 18 years of age at the time of Commencing NEIS assistance;
  • Is available to participate in NEIS Training and Work Full Time in the proposed NEIS Business;
  • Is not an undischarged Bankrupt;
  • Has not received NEIS Assistance for a similar Business activity;
  • Has not received NEIS Assistance in the previous two years and;
  • Is an Indigenous Australian OR Receiving Stream Services under stream 3 or 4, OR If receiving steams services under streams 1 or 2, is proposing a NEIS business that meets skills shortage area criteria OR;
  • Is any other person or persons advised to the NEIS provider by DEEWR in writing from time to time


  • In addition, the NEIS provider should ensure that the proposed NEIS business will be structured in a way so that the NEIS Participant (hereon in referred to as job seeker) will have and will maintain a controlling interest over the NEIS Business for the duration of the job seeker’s NEIS Participant Agreement.


    Business Eligibility:

  • If a job seeker is eligible for NEIS, the NEIS provider must assess the job seeker’s Business Idea to ensure it meets the Business Eligibility Criteria.


  • The Business Eligibility Criteria are that the proposed NEIS Business:

  • Is not currently operating on a commercial basis;
  • Will be capable of withstanding public scrutiny;
  • Will be lawful;
  • Has been assessed as commercially viable by the NEIS provider;
  • Will not compete directly with existing businesses unless it can be demonstrated that there is an unsatisfied demand for the product or service, or the product and or service is to be provided in a different way;
  • Will be established, located and operated solely in Australia; and
  • Satisfies and other requirements as set out in the guidelines.


  • In addition, the NEIS Provider should ensure that the proposed NEIS Business will be structured in a way that the NEIS participant (hereon in referred to as a job seeker) will have and will maintain a controlling interest over the NEIS Business for a duration of the job seeker’s NEIS Agreement.

  • If you are currently receiving a Centrelink benefit, this course maybe completed through the NEIS (New Enterprise Incentive Scheme) program subject to meeting all necessary requirements.
